Multi-Tiered System of Supports (MTSS) and Response To Intervention (RTI) are the educational framework for Iron County School District. The framework ensures systemic, evidence-based practice to ensure that all students learn at high levels through instruction and tiered levels of support.

Universal, or Tier 1 instruction, is the curriculum that is provided to all students. Tier 1 instruction should be implemented effectively before considering Tier 2 or Tier 3 services.

Targeted, or Tier 2 instruction and supports, are provided to remediate or accelerate student learning in small groups. Tier 2 instruction and supports are targeted to the specific needs of each student.

Intensive, or Tier 3 supports, are additional supports that dig even deeper into what each individual student needs to succeed. These supports are a response to students with significant challenges to overcome in order to experience success.

Tier 2 and Tier 3 instruction and supports are provided in addition to Tier 1 instruction. The model is illustrated below.

How educators move students from tier to tier:  

  1. CONCERN / INTERVENTION: You are concerned that a student may need academic or behavioral support to be successful. Steps 1, 2, and 3 are to discuss your concerns with your team, the child’s parent, and the specialist for ideas on interventions. You try two interventions.
  2. MTSS REFERRAL: You go to our website > For Staff > MTSS and fill out the form “Get on the MTSS meeting agenda.” This information will go to the MTSS team for review prior to an actual meeting. You will be on the next MTSS meeting agenda. Check the school calendar for when these meetings are. They are roughly every third Thursday each month. 
    1. IF REFERRING TO SPED: After doing the above, you need to go to our website > For Staff > MTSS and fill out the form “Pre-Referral Form.” You will bring this to the MTSS meeting. 
  3. THE ACTUAL MTSS MEETING: Do not invite the parent and child to the meeting (there are exceptions). Never invite the child. We’ll discuss your concerns and decide how to move forward. Coming to the MTSS meeting does not automatically mean the student will be placed into a program.
